Board closes out 2003-04 school term

During the final regular meeting for the 2003-04 school term, the Hutchinson Public Schools Board of Education approved action on a variety of year-end activities and routine motions to prepare the district for the 2004-05 school year.

Those activities included:

  • Approving recommendations by Director of Finance Lori Blakesley on closing out the 2003-04 school term.

  • Approving the annual contract for services with Dillon Nature Center for $5,250.

  • Approving an environmental compliance contract with ESSDACK, costing $5,000.

  • Approving school and district handbooks for the 2004-05 school term.

  • Approved adding Claire Foy, Patsy Lovett and Nancy Reinert to the Hutchinson Public Schools Endowment Fund Supervisory Committee.

  • Approved the purchase of computer laptops and batteries, valued at $267,478. The additional equipment will be paid for out of Title I funds with the laptops giving the district the option to take elementary school state assessments online in 2005. Current laptops at the elementary schools have an older operating system that is not compatible with the state assessment system.

  • Declared a list of computer switches the district has replaced as surplus equipment so the equipment may be placed for sale via sealed bids.

  • Approved the low bid from Star Floor and Decorating in Hutchinson for $17,355.80 for 9.880 square feet of carpeting.

  • Received a report on administrative organizational structure from Dr. Max Heim, western field representative for the Kansas Association of School Boards. The report is designed to guide the district on developing the most efficient administrative structure for the district.

  • Set a special Board meeting for 5:30 p.m. Wednesday, June 30, to take a look at Dr. Heim's final report.

  • Held executive sessions, totaling 100 minutes, to discuss non-elected personnel and negotiations.

Board approves food, Workers Comp agreements

The Hutchinson Public Schools Board of Education approved a pair of agreements for the 2004-05 school term.

The Board approved the 2005 program agreement with the Kansas State Department of Education on the National School Nutrition Programs. These programs include the National School Lunch Program, School Breakfast Program, Special Milk Program, After-School Care Snack Program and Cash-in-lieu of Commodities Program.

The Board also agreed to continue its participation in the Kansas Association of School Boards Risk Management Services, Inc., Workers Compensation Fund. Because of the district's loss experience on workers comp, the cost for 2004-05 will be $30,287 more than in 2003-04.

  • The Board held a working dinner session with architects from DLR Group. DLR is developing the district's master facility plan.

  • Heard an Effective Schools Report from HMS-7 and HMS-8.

  • Held an executive session for 15 minutes to discuss non-elected personnel and negotiations.

Cyber school approved

When the USD 308's newest school is inaugurated in August, there won't be any doors to open.

In fact, there won't be many of the trappings of a traditional bricks-and-mortar school.

At Monday's regular meeting (May 24, 2004) of the Hutchinson Public Schools Board of Education, members approved implementation of the Hutchinson Cyber Charter School.

Based at Morgan Elementary School, the Cyber Charter School is designed to provide parents with additional options and flexibility to enhance their children's educational experience.

Depending on the family's desires, curriculum opportunities are available in math, reading, language arts, spelling, social studies, physical education, science, music, computer keyboarding and much more. Additionally, students in the Cyber Charter School will have the opportunity to accompany Morgan students on age-appropriate field trips related to the curriculum.

The curriculum will be offered both via computer and in the classroom, depending on the course and the family's desires. Families who do not have a home computer will be able to borrow one from the Cyber School.

Rod Rathbun, Morgan principal and director of the new school as well, said the district will employ a teacher to work with the Cyber School students. The district received a $94,240 grant from the Kansas Department of Education for assistance with start-up costs.

Also during Monday's meeting, the Board:

  • Named American Fidelity as its 125 Plan administrator, starting with the 2005-06 school year. Security Benefit will be the plan administrator in 2004-05.

  • Approved technology equipment and software purchases. The purchases keep a Board promise made during a 2000 bond issue campaign to keep district technology current.

  • Approved the taking of bids this summer to pave a narrow strip of parking just east of the district's Administration Center. Hutchinson Community College will be taking bids to pave parking adjacent to the strip to be paved for USD 308 with both entities hoping the side-by-side projects will reduce the cost for both entities.

  • Approved a resolution that will pave Cleveland Street adjacent to the district's athletic fields between 23rd and 25th avenues.

  • Approved the taking of bids this summer for track improvements at Don Michael Field.

  • Held executive sessions, totaling 65 minutes, to discuss non-elected personnel and negotiations.

Board begins district's formal quality journey

Hutchinson Public Schools formally began a journey of quality Monday night (May 10, 2004).

The USD 308 Board of Education approved a resolution during its regular meeting placing it on record in support of a wide range of quality processes in the district.

The destination of the journey? The Malcolm Baldridge National Quality Award.

The district's quality initiative began four summers ago when staff from two of the district's elementary schools were trained in the Koalaty Kid program. Since then, all the elementary schools have trained in Koalaty Kid. This summer, a cadre of secondary educators will train in the Quality Keys program, the secondary school companion program for Koalaty Kid.

Both programs stress methods for making continuous improvement in the district.

Under the journey outline, USD 308 will apply for the State Quality Award and over the next three to four years complete the case study for the Baldridge Award.

Two weeks ago, Board Member Jeff Allen accompanied staff members who went to Palatine, Ill, to learn more about the Baldridge process. Allen reported on his findings during the meeting as well.

Also Monday, the Board approved the new health insurance rates for the coming year. The district will begin its second year of a partially self-funded insurance plan, and employees will see their premiums drop from 2.1 percent to nearly 6.3 percent.

For an employee on a single plan, the reduction will be nearly 6.3 percent. For families, the reduction ranges from 2.1 percent to 2.6 percent. The rates for each plan are determined by how much each group uses the insurance.

The district began operating a partially self-funded plan to give it more control over costs and what is being offered in the plan. One major change was designed to give employees who use the insurance little more of a benefit. Insurance now pays half of medical bills until an employee has reached the deductible, when the insurance pays 100 percent. In the past, employees received no insurance benefit until deductibles were reached. For healthier individuals and families, it meant getting little benefit from the program.

Board approves Kids Voting Kansas

When USD 308 parents go to the polls next November, their children will be able to go along with them and “vote.”

Or, in what has occurred in other communities in which Kids Voting Kansas has been implemented, parents will be able to go with their children when they cast their vote.

The Hutchinson Public Schools Board of Education Monday (April 23, 2004) approved a resolution to implement the Kids Voting Kansas program in district schools for the 2004-05 school year.

Kids Voting Kansas is a K-12 civics curriculum about voting. Kansas was one of the pioneering states for the program, first using it in a few school districts in 1992. Each election cycle, the program has been expanded.

Research has shown that communities in which Kids Voting programs have been implemented have shown a 5 to 6 percent greater turnout. When the students become voters, themselves, they vote in greater number than their peers.

Lori Dohrmann and Starla Wells, members of a local committee wanting to bring the program to Reno County, outlined it for the Board. The program provides an age-appropriate ballot for students at the polls for the November general election. They normally vote in the same building as their parents, though typically in a different part of the building. The votes are counted after polls closed and the results are released.

Prior to Monday's formal meeting, the Board was on hand for a 5:30 p.m. groundbreaking at Gowans Stadium. USD 308 and Hutchinson Community College broke ground on Phase I of improvements at the facility. Phase I will install a new artificial football playing surface, a new track and improved drainage.

Also during Monday's meeting, the Board:

  • Approved a bid from Sunflower Restaurant Supply for $13,839 for a new combi oven unit for the Lincoln Elementary School kitchen.

  • Approved an agreement with the Kansas State Department of Education for the district to operate a summer food service program.

  • Approved membership renewal in the Kansas Association of School Boards and in the KASB's legal defense fund.

  • Held an executive session for 30 minutes to discuss non-elected personnel and negotiations.

Board watches class demonstration

The Hutchinson Public Schools Board of Education Monday (April 12, 2004) watched education in action by a group of Hutchinson Magnet School at Allen students.

The students, members of Tina Beegly's special needs classroom, demonstrated for the Board how they would communicate with a security officer if they were lost at the mall and how they would contact 911 dispatchers if there were an emergency at home.

Two of the students used assistive technology devices that played a recording of where the students lived in the second demonstration.

Finally, the students demonstrated how they would refuse the advances of a stranger on the street. The demonstrations were part of Hutchinson Magnet School at Allen's Effective School Report. At most Board meetings, a school makes a presentation on educational activities occurring at the school.

At the end of the presentation, the Board approved the school's improvement plan.

In other action, the Board:

  • Voted to not renew the district's interlocal agreement with ESSDACK.

  • Approved a pledgee agreement with the Federal Reserve Bank of Boston to include Cindy Warnken, district accountant.

  • Approved an interagency agreement for Early Head Start Services between Reno County Head Start, USD 308 and Kansas Children's Service League.

  • Approved an interagency agreement for Early Head Start Services between Reno County Head Start, USD 308 and Parents as Teachers.

  • Approved a plan that would end up with an updated tennis complex in the community.

  • Approved bids, totaling just under $1.5 million, for Phase I of the Gowans Stadium project. The district's share of Phase I will be paid with existing funds. USD 308 will pay half the cost of Phase I up to $750,000 with Hutchinson Community College paying the other half.

Board moves forward on Gowans

The Hutchinson Public Schools Board of Education approved a pair of motions Monday (March 8, 2004) designed to move the Gowans Stadium project forward.

The Board approved a 10-year lease agreement with Hutchinson Community College, allowing USD 308 to use the facility with three 10-year renewals possible, extending the total possible lease through June 30, 2044. The vote was 6-1 with Board Member Bill Drews voting against it.

USD 308 agrees in the lease to pay for 50 percent of the Phase I improvements to the facility up to $750,000 and 35 percent of total maintenance costs and utilities. The district also will pay $10,000 annual for depreciation.

The Board also voted 6-1 to fund Phase II of the Gowans Stadium project by using an amount equivalent to interest on district funds over 15 years. Under the option taken by the Board, the district will deed over a strip of land currently not being used by the school system to the college for parking at HCC's dormitories.

Drews cast the lone vote against the motion.

In other action, the Board:

  • Declared a list of surplus property property to be included in the district's auction later this spring.

  • Approved custodial supply bids.

  • Approved school meal prices for 2004-05. The regular prices for breakfast and lunch will go up a dime. Even with the increase, the meal prices will still be lower than most area schools current prices.

  • Approved an Early Head Start home visiting pilot grant from the U.S. Department of Health and Human Services for $100,000 annually for three years. The grant will develop and implement an enhanced home visiting model for primary daycare givers who are a relative, friend, neighbor or family daycare home provider.

  • Approved an interagency agreement with the Reno County Health Department for Early Head Start Services.

  • Held executive sessions, totaling 40 minutes, to discuss non-elected personnel and negotiations.

  • After the executive session, the Board approved extending all district administrator contracts for 2004-05.

  • Appointed members to NCA/Baldridge capacity committees. Board hears IB update

The proposed International Baccalaureate Program at Hutchinson High School will have an important on-site visit March 4 to 5, members of the USD 308 Board of Education were told Monday (Feb. 23, 2004) during their regular meeting.

Todd Ray, coordinator of the program at HHS, updated the Board on the progress of the program. A team from the International Baccalaureate Organization will tour district facilities and take an in-depth look at the USD 308 application.

If successful in its application, USD 308 will implement the IB Program in the 2004-05 school year with the program graduating its first “diploma” graduates from HHS in May 2006. IB is a highly rigorous program that provides graduates a diploma that's as recognized in Paris as it is in Hutchinson or Tokyo. HHS would be the only IB Program school between Wichita and the Front Range of the Rockies.

Also during Monday's meeting, the Board approved three motions related to an upgrade of the district fiber optic wide area network. This upgrade to gigabit speed will allow for possible additional new uses for the system.

The gigabit system will 10 times faster than the current system, which was installed after USD 308 voters approved a 2000 bond issue for technology.

Board authorizes members

to make decisions on Authority

    The Hutchinson Public Schools Board of Education Tuesday (Feb. 10, 2004) gave its representatives on the authority that will make improvements to Gowans Stadium the go-ahead to make those decisions.

    The approval allows the Board's three members on the Educational Facilities Authority of Reno County to make design decisions for Phase II of the Gowans Stadium Project on behalf of the entire Board. In December, the Board approved Phase I, which will make significant field and drainage improvements to the facility.

    The Board also heard an alternative plan for Gowans from Board Member Bill Drews. Drews' estimated $1.7 million proposal may be taken up by the Educational Facilities Authority, which the Board also signed onto last fall.

    In other action the Board:

  • Extended the contract of Superintendent Wynona Winn through the 2005-06 school year.

  • Approved a gym floor refinishing contract with Creative Floors for $10,910.

  • Approved a long-term lease with Hutchinson Community College for a strip of land behind the Administration Center the college needs for its dormitory expansion project. The college already is using the land for overflow parking at the dorms.

  • Approved the 2004-05 calendar.

Board hears update on Gowans

The Hutchinson Public Schools Board of Education Monday (Jan. 26, 2004) received an update on plans for a renovated Gowans Stadium from the project's architects.

Representatives from Shaeffer Johnson Cox and Frey were on hand to discuss the plans. In the $1.365 million Phase I, renovations include a new competitive track, a new synthetic playing surface on the football field, storm water drainage and other improvements to the field and track.

If all goes according to plan, the Phase I improvements will be finished prior to the 2004 football season.

Improvements to fan creature comforts and locker rooms will not occur until Phase II of the project, which has an estimated price tag of $3.5 million. These improvements include improvements to seating, press box, restrooms and an elevator to make the facility ADA accessible.

In other action, the Board:

  • Approved a janitorial service contract for the Early Head Start/Parents As Teachers Office.

  • Approved two contracts with Bartlett Settle and Edgerle. The first was for procedures required by the Kansas Department of Social and Rehabilitation Services. The second was the annual independent audit of the district.

  • Appointed Jeff Allen and Betty Garcia as the Board's representatives on the Negotiations Committee with NEA-Hutchinson.

The Hutchinson Public Schools Board of Education Monday (Jan. 12, 2004) approved a framework for volunteers from community service groups to work in USD 308 schools.

YouthFriends of Reno County screens and trains volunteers who work in district schools.

The memorandum of understanding the Board passed Monday ensures that Big Brothers/Big Sisters, or any other organization that would put volunteers into the schools, agrees that the volunteers meet the district's screening, training and orientation requirements. The organization also agreed to provide a certificate of insurance for its volunteers.

Board takes next steps on Gowans

Focusing on student needs, the Hutchinson Public Schools Board of Education Monday (Dec. 22, 2003) approved a funding plan for Phase I of the Gowans Stadium project that will not require a tax increase.

In related actions, the Board approved bylaws for the Educational Facilities Authority of Reno County and a memorandum of understanding with Hutchinson Community College on USD 308's participation in the Gowans project.

Phase I of the Gowans project is student driven. The cost of the $1.365 million will be shared by the school district and college. It includes a new competitive track, a new synthetic playing surface on the football field, storm water drainage and other improvements to the field and track.

Currently, the existing track has been used only for non-competitive meets for well over a decade. When it rains, the track traps the water and becomes a quagmire. Cheer squads and dance teams, meanwhile, have to perform in or around the watery mess. Similarly, the teams and band have to traverse what has been called the “moat” for the field.

The field, itself, is used by a variety of HHS football teams and the HCC team. Under the best weather conditions, the field normally has lost much of its grass and what grass remains is dead by mid season.

Frugal spending by USD 308 will allow the district to pay for Phase I without a tax increase.

The motion to fund Phase I passed on a 6-1 vote with Board Member Bill Drews voting against it, objecting to the way it was being handled by HCC. He also voted against the memorandum of understanding with HCC.

Improvements to fan creature comforts and locker rooms will not occur until Phase II of the project. These improvement include improvements to seating, press box, restrooms and an elevator to make the facility ADA accessible.

The second phase has an estimated price tag of $3.517 million. Phase II would require the the district to increase its capital outlay levy by 1 to 1.5 mills.

In other action, the Board:

  • Approved a combined driver education program between USD 308 and Buhler USD 313. Buhler will direct the program with HHS students paying $140 for the class with USD 308 providing an additional $40 per student for the program. This is one of many areas in which the two districts cooperate. Already, Buhler students participate in the Reno Entrepreneurial Institute and in vocational programs at HHS.

  • Approved an annual trash contract with Nisly Brothers Inc. for 2004. The only other bid was from Stutzman Refuse but did not meet bid specifications, which called for a one-year contract. The Nisly bid was for $28,020 while the Stutzman bid was for $26,900 annually but tied the district to a three-year pact.

  • Approved the purchase of 34 Compaq laptop computers for the HHS library, replacing Apple laptops currently in use. The Apple computers will be used elsewhere in the district. The contract costs $50,252 from Hutchinson's Network Management Group Inc. or $1,478 per laptop. The contract also includes the license cost of Microsoft Office 2000 software.

  • Approved an upgrade of the Compass Integrated Learning Program for $119,828. The cost includes $91,148 for the software upgrades and $26,680 for four days of training/consulting.

  • Held a study session with representatives of the DLR Group to discuss the district's master plan.
