April 25, 2005
Board approves Steering Committee
The Hutchinson Public Schools Board of Education Monday, April 25, 2005,
tentatively approved a steering committee to take the district's master
plan to the public.
For two years, USD 308 has been working with the DLR Group to develop a
master plan for the district. In fact, the Board first formally met with
DLR representatives at their April 28, 2003, meeting to discuss what a
master plan involved.
During that time, DLR has been combing district facilities and working
with staff to determine student and facility needs within USD 308 both now
and for the next several decades. The process is driven by curriculum
needs within the district.
As a result, DLR has created a working document that envisions
improvements for every school in district as well as major improvements in
the Hutchinson High School Vocational-Technical Center.
Tentatively, if all the improvements were done at once, the master plan as
currently envisioned would carry at $96 million price tag – prior to any
bond issue subsidy from the State of Kansas.
The initial duty of the steering committee will be to take the plan to the
public to gain input. Based on that input, the plan can be changed in size
and scope or split into smaller portions for bond issues.
The earliest a bond issue probably would be considered is the primary or
general election of 2006.
Also during Monday's meeting, the Board:
Approved a $17,375 bid from Zenor Electric to upgrade lighting in several
classrooms at Hutchinson High School.
Approved a $69,450 bid from Zenor Electric to upgrade the fire alarm
system at HHS to correct deficiencies cited by the Kansas State Fire
Marshall's office.
Approved a bid of $6,738.51 from Malone Floor Corp. to refinish the
district's gymnasium floors this summer.
Approved the annual license fee for Skyward, the district's business
software provider, for $26,450.
Approved a worker's compensation bid from Fee Insurance Group for
$240,142.
Approved the Section 125 Flexible Benefit Plan from American Fidelity
Assurance Co.
Approved a contract with Gary Carson for $15,000 for the period Aug. 1
through Dec. 31. Carson will represent the district in all areas of
construction management during that period of time, primarily on the
Gowans Stadium renovations. Carson, currently assistant superintendent for
facilities, retires on June 30.

Board approves ESL program guide
The Hutchinson Public Schools Board of Education Monday (April 11, 2005)
approved a program guide for English as a Second Language.
Also known as programming for English for Speakers of Other Languages, the
program provides a bridge for students from their native language to
English. While classes are not taught in the language of the student,
teaching strategies are used to help the student to adapt culturally and
linguistically.
While not all the new Hispanic students speak English as a second
language, USD 308 has seen a gradual increase in its Hispanic population
over the past 10 years – from 7.6 percent in 1994-05 to 13.1 percent this
year.
The federal No Child Left Behind law requires districts to provide ESL
services to students until that student is proficient in English. During
the current school year, a district committee has been working to develop
a district-wide written plan for ESL services.
Also during Monday’s meeting, the Board:
Heard an Effective Schools Report from Graber Elementary School

Board gets roofing report
Though it may not be sexy, a report during the Monday (March 28, 2005)
Hutchinson Public Schools Board of Education meeting “covers” everything
else in the district.
Roofing.
Assistant Superintendent for Facilities Gary Carson presented the report
that showed the majority of roofs in the district to be less than 15 years
old.
Of the 60 roofs in the district, eight are less than five years old, 17
are from five to 10 years old, 19 are 10 to 15 years old, seven are 15 to
20 years old and five are older than 20 years.
The district is in best shape at both campuses of Hutchinson Middle School
where only one roof is older than 10 years. The elementary schools roofs,
as a group, are the oldest with five of the roofs between 15 and 20 years
of age and three roofs older than 20 years.
Carson told the Board that just because a roof is 15 years or older it
doesn’t mean the structure needs immediate replacement. Staff continually
monitors the condition of the roofs.
Over the next five years, the district will replace roofs over areas of
seven buildings in the district. The first will be this summer at Faris
Elementary School.
The Board took no action on the report.

Middle School adopts new schedule
Hutchinson Middle School’s calendar will more closely parallel Hutchinson
High School in 2005-06.
The Hutchinson Public Schools Board of Education Monday (March 14, 2005)
approved a proposal by Michael Ellegood, current HMS-8 principal who will
be principal over both campuses of Hutchinson Middle School in 2005-06, to
implement a three-grading period schedule at the middle school. The new
schedule will be very similar to the trimester system used at HHS.
Ellegood explained the three-grading-period would provide more flexibility
for students and staff. For example, the new schedule will allow students
to take more enrichment classes – courses that are designed to introduce
them to elective classes they will be offered in high school. The plan
also allows for more scheduling flexibility, allows better use of
electives teachers and lines up the schedule more closely with HHS.
HHS has been on the trimester schedule since the mid 1990s. Through
2005-06 elementary schools will remain on the quarter schedule. While the
quarterly schedule has about a dozen differences in days, the
three-grading-period calendar has only four differences.
In a related move, the Board also approved an updated calendar for
2005-06. The calendar does not impact when students will attend next year,
but moves the first day of work for certified staff so they may hear Ruby
Payne.
Under the calendar, certified staff will attend Ruby Payne training on
Aug. 9 and will not work on Aug. 12, as was listed under the original
calendar. All staff report on Aug. 15 with most students returning to
class on Aug. 17.
The 2005-06 school year will be the second in which USD 308 is partnering
with Ruby Payne. After the calendar was approved in February, the district
had the opportunity to book Payne, herself, for follow-up training for
staff.
In other action, the Board:
Approved revised Board of Education norms. Board Member Bill Drews voted
against the revised norms.
Approved bids totaling $52,103.28 from three vendors to supply the
district paper.

Board approves strategic plan
The Hutchinson Public Schools Board of Education Monday (Feb. 28, 2005)
approved strategies for reaching key district goals, which were adopted
last fall.
Specifically, the Board approved the strategic plan for 2005 through 2010
for the district. The strategic plan provides more specific routes to get
to the overall key goals adopted by the Board.
In November, the Board adopted the following five strategic goals:
Key Goal No. 1: USD 308 will recruit, deploy and maintain high performing
faculty and staff that will best meet the needs of students and the school
district.
Key Goal No. 2: USD 308 students will acquire skills needed for the 21st
century.
Key Goal No. 3: USD 308 will demonstrate continuous improvement on
world-class indicators.
Key Goal No. 4: USD 308 will maintain a caring, safe, welcoming
environment conducive to teaching and learning.
Key Goal No. 5: USD 308 will maintain an educational support system that
focuses resources on improving student achievement and on wise stewardship
of school district resources.
Strategic Planning Committee members Mel Dower, Jennifer Young and Gail
Prutow made Monday’s presentation to the Board about the plan. Each of the
strategies under the key goals has a measurable outcome, process for
evaluating effectiveness of the strategy, individuals responsible and time
line for implementation.
More than 2,800 individuals gave input to the district’s strategic plan
during meetings and surveys over the past two years.
All the key goals relate to the district’s mission, which is “Today and
tomorrow: committed to excellence for all.”

Drews and Betty Garcia – were absent from Monday’s meeting.

Board extends superintendent’s contract
The Hutchinson Public Schools Board of Education Monday (Feb. 14, 2005)
extended Superintendent Wynona Winn’s contract through June 30, 2007.
Prior to the vote, Winn’s contract was through the 2005-06 school year.
The extension continues the contract through the 2006-07 school year. Her
compensation will be set later this year.
The Board also approved changes in building leadership on the consent
calendar that further institutionalizes actions taken nearly six years
ago.
Michael Ellegood will be the principal of Hutchinson Middle School,
beginning with the 2005-06 school term. Ellegood has been principal of the
eighth grade campus – HMS-8 – since July 2001.
Randy Norwood, meanwhile, will become the district director of
warehousing. Norwood is a 25-year educator in USD 308.
When the Board voted to change the structure of middle school education on
April 12, 1999, the decision was made to create Hutchinson Middle School
with two campuses – one campus would educate seventh graders and the other
would educate eighth graders.
Students who will be seniors in 2005-06 were the first class to attend the
new middle school configuration as seventh graders in 2000-01.
At the time, the decision was made to have separate principals at the two
campuses. Beginning with the 2005-06 school year, Ellegood will be the
sole principal with single assistant principals in both buildings.
The Board also approved another building change for the 2005-06 school
year. The principalship at Lincoln Elementary School will be shared
between two veteran educators.
Michelle Young, a 31-year educator who has spent the last six years with
USD 308, will share the principal’s duties with Marilyn Graham, a 30-year
educator with the district. Young has been principal at Lincoln the past
two years. Graham is a long-time sixth grade teacher at the school.
In other action, the Board:
Approved a new model for curriculum development. The new model will use a
standardized approach to ensure that the district’s curriculum is aligned
internally among grades and externally with state standards.
Approved a state program designed to help the district collect on
delinquent accounts.
Heard an Effective Schools Report from Hutchinson Magnet School at Allen.
Approved an updated agreement between Hutchinson USD 308 and Buhler USD
313 for the drivers education program. Buhler’s drivers education program
serves students in USD 308.

students on Aug. 17 and end for students May 25.

Board approves upgraded audit
The Hutchinson Public Schools Board of Education Monday (Jan. 24, 2005)
approved a contract with the company that does annual independent
financial audits for the district.
The district will pay an estimated additional $8,000 annually for the
audit that will be done in accordance with generally accepted accounting
principles. Completing the more in-depth audit is required by the Baldrige
process.
The upgraded audit will give the district and anyone who looks at the
district’s books additional information about district finances. GAAP
audits are more far reaching that regular government audits and have more
in common with audits that major businesses typically face.
The Board also approved a new pre-International Baccalaureate Programme
course, art appreciation. The district is in its first year of the IB
Programme and will enroll a second class for the fall of 2005-06 later
this spring.
While designed for students who will enter the IB Programme as juniors,
the art appreciation class also will be open to non-IB students as well.

Board continues Vo-Tech building at The Lakes
The Hutchinson Public Schools Board of Education Monday (Jan. 10, 2005)
purchased four vacant lots in The Lakes subdivision for future Building
Trades homes.
Already, the Hutchinson High School Vocational Technical Center has
constructed two homes and is working on a third in The Lakes, which is on
Hutchinson’s northwest side. It has two additional contiguous lots to
those three.
Each year, the USD 308 Building Trades Program constructs a home to give
students a real-world laboratory experience. Proceeds from the sale of a
house one year provide construction materials for the following year’s
home.
In addition to purchasing four lots, the district also traded an existing

the purchase, the district has lots for seven future years of building at
The Lakes.

The Hutchinson Public Schools Board of Education Monday (Dec. 13, 2004)
authorized the district to enter into a lease with the Educational
Facilities Authority of Reno County on the Gowans Stadium Project.
The Authority is the agency which is entering into the lease-purchase on
behalf of Hutchinson Community College and USD 308 on Gowans Stadium.
USD 308, in turn, will be leasing Gowans for its football games and other
activities.
The Board voted 6-0 for the lease.
Only minutes before the vote, the Board formally honored the 2004 Class 6A
state champion Salthawk football team. Each team member, managers,
trainers and coaches received certificates for the successful year.
The second phase of Improvements on Gowans are expected to begin this
spring. In November, Reno County voters overwhelmingly approved issue
certificates of participation to continue Gowans renovations.
Those improvements will extend through the 2005 football season but may be
completed by the 2006 track season. The first phase of improvements
included a new track and football playing surface.
In other action, the Board:
Heard an Effective Schools Report from Morgan Elementary School.
Approved a trash service contract for 2005 with Stutzman Refuse.
Discussed and dropped the issue of requiring administrators to live in the
school district boundaries.
Discussed but took no action on the Wiley Building tax increment financing
district. If adopted by the city, the plan is expected to be revenue
neutral to the district.
Held an executive session for 15 minutes to discuss non-elected personnel.

Board extends after-school tutoring program
A second elementary school will have a formal tutoring program later this
fall.
Monday (Nov. 8, 2004), the Hutchinson Public Schools Board of Education
approved a contract with ESSDACK to provide after-school tutoring services
at McCandless Elementary School, the district's largest Title I school.
Students will have the opportunity for tutoring from 3 to 4:45 p.m. Monday
through Thursday, beginning Dec. 1. Both certified teachers and
paraprofessionals will provide student assistance through computerized
math and reading lessons, small group oral reading, small group phonics
and small group math lessons.
Currently, ESSDACK operates an after-school tutoring for USD 308 at
Lincoln Elementary School as part of the school's No Child Left Behind
strategies. One difference between the two schools will be the Lincoln
program has a student/teacher ratio of 3:1 as required by the federal law
whereas McCandless student/teacher ratio will be 5:1.
The district will use $30,000 in Title I funds for the after-school
tutoring program at McCandless.
Also during Monday's meeting, the Board took a pair of steps designed to
allow elementary students to take Kansas Assessments on line later this
school year. The Board approved spending $81,152 to purchase 64 iBook
laptop computers. Half the iBooks will go to Wiley Elementary School with
the other half to Morgan Elementary School.
In a related move, the Board approved spending $21,359.30 for software to
equip iBook computers across the district to be able to use the computers
for the online assessments.
Last year, the district participated in piloting the online assessments.
One critical advantage to the online system was near immediate feedback
for students and staff. Paper tests, meanwhile, take weeks or even months
to score with students typically not learning their scores until the
following school year.
In other action, the Board:
Heard an Effective Schools Report from Faris Elementary School.
Accepted the financial audit for the 2003-04 school year by Bartlett,
Settle & Edgerle.
Approved a contract with the Southwest Kansas Area Cooperative District
613 for orientation and mobility services for the current school year.
Approved an agreement with KPERS to allow the district to use web-based
reporting to transmit KPERS-required data. USD 308 was a pilot district
for the program last year.
Held an executive session for 30 minutes to discuss non-elected personnel.

Board accepts grant for new program
The Hutchinson Public Schools Board of Education Monday (Oct. 25, 2004)
approved acceptance of a grant that will bring an additional program to
the Broadcast Journalism Department at Hutchinson High School.
Specifically, the Board accepted a $2,314.61 grant from the Radio TV News
Directors Foundation for equipment and training materials. The items will
be used to expand the district's broadcast journalism offerings into
radio.
For more than a decade, the district has had a nationally recognized
television news program. Kevin Kneisley, broadcast journalism teacher at
HHS, applied for the grant to develop the radio broadcast program.
The district already has a “radio” outlet on Cox Communications TV21.
During much of the day, music accompanies the district announcements.
Student newscasts could partially replace the music on the channel.
Additionally, with audio streaming, the district also could develop a
similar outlet on the district's website, www.usd308.com.
The Board approved two other motions for vocational programs at HHS. The
first was the approval of a bid from the Kansas Oklahoma Mach Tools, Inc.,
for $38,851 for a CNC material brake and punch for the Welding Technology
Program. It was the lowest of three bids and the Piranha Model 65-8 press
is manufactured in Hutchinson.
The Board also approved accepting four Hutchinson Community College Grants
to HHS Vocational Center Programs. The grants will go to auto technology,
auto collision repair, building trades and machine technology.
In other action, the Board:
Approved submission of 11 grants from district staff to the Hutchinson
Public Schools Endowment Fund.
Approved a contract with the DLR Group for the continuation of services.
DLR is working with the district to develop a master plan.
Approved a contract with ESSDACK to provide an after-school program at
Lincoln Elementary School as part of No Child Left Behind requirements.
Approved three class for Professional Development Council points, which
will allow movement on the salary schedule for staff who meet all the
criteria. Those programs are Verbal Skills for Advocates, Advanced
Reader's Advisory – Genres and Book Clubs.
Voted to review the Board mission statement and norms at the first meeting
each month.
Held an executive session for 15 minutes to discuss non-elected personnel.

District becomes partner in Growth
The Hutchinson Public Schools Board of Education Monday (Oct. 11, 2004)
voted to support the Reno County 2020 Vision and endorsed the Partners in
Growth agreement.
A group of county residents have been working the past two years to
develop a plan to grow county population by about 16,000 over the next 16
years – to a population of 80,000 in 2020. For most of the second half of
the 20th Century, population in Reno County has stagnated.
The Blueprint for Growth the group is developing impacts schools in two
ways. First, in order for the county to have a good quality of life and be
attractive to new residents, it must have quality schools.
Second, more residents mean more students for the county's schools. The
group estimates increasing population by 16,000 overall will yield 2,400
new students for the county – or more students than attend the second
largest district currently in the county.
This fall, only one district in Reno County had an increase in student
headcount on Sept. 20, the official count day, with losses in the other
districts more than offsetting the gain. While the official headcount in
USD 308 is down slightly, the district did record a six-student gain in
full-time equivalence, which includes weighting factors.
In other action, the Board:
Approved changes in the human growth and development curriculum.
Approved the K-12 music curriculum for the district.
Approved an agreement and site license with the Culter Group. The
district's administrators are working on one-page business plans and
balanced scoreboards, which will be placed on the web. Once posted, the
public will be able to see what each of the district's administrators have
set for goals and where they are in meeting those goals.
Approved sale of a donated 1984 Mazda pickup to a student. The student
will use the vehicle as a project car for class and ultimately be used by
a family member for transportation.
Approved a bid from Star Lumber and Supply for materials to construct the
Building Trades Program house frame for 2004-05. The bid came in at
$14,898.62. Neither Home Depot nor Lowe's, the other two bidders, provided
bids on all the necessary items listed in the bid specifications. Had
those items been included at the prices quoted by Star, the other vendors'
bids would have been higher.
Approved the wellness program for district staff. The program was
developed by the district's Wellness Committee and is funded through
staff-paid fees.
Approved a bid from SKT Business Communication Solution to upgrade network
switches at Hutchinson High School to gigabit speed. The higher switch
speeds will allow for enhanced video streaming of educational programming
and other bandwidth heavy applications. The HHS work completes the gigabit
conversion in the district.
Held executive sessions, totaling 30 minutes, to discuss non-elected
personnel.
