Update on Bond Issue for the Board of Education

Wiley/ Morgan
Wiens & Company has installed construction fence up where new media center addition will be located. They have removed parking and drive at the North end of building, and have started the site prep. We have a construction meeting setup for May 7.
Career Technical Education Academy
E W Johnson has installed construction fence around job site. All the trees are gone, and they are in the process of removing a 6-inch city water main and the district’s fiber-optic line so they can begin site prep. Early on Technical Support Center staff made previsions to back feed fiber from a different location, so we would be ready to cut fiber feed that comes from Graber and goes to Hutchinson High School. We have a construction meeting setup for May 7.
HMS-7 & 8
DLR will bring to the Board of Education, final project estimates and ask for approval to go out for bid on the May 12 Board of Education meeting. Construction documents will go out to bidders May 13. Bid opening is scheduled for 2 p.m. June 5, 2008, at the Administration Center in the Board room.
HHS
DLR will bring to the Board of Education, final project estimates and ask for approval to go out for bid on the May 12 Board of Education meeting. Construction documents will go out to bidders May 28. Bid opening is scheduled for 2 p.m. June 19, 2008, at the Administration Center in the Board room.
Avenue A/Allen and Graber/McCandless
I have schematic design/design development meetings setup for Avenue A/Allen on May 6, and schematic design/design development meetings setup for Graber/ McCandless on May 8.

Wiley/ Morgan
Wiens & Company plans on mobilizing and putting up construction fence in early April. DLR is currently looking through the sub contractor list to make sure all contractors are qualified, and projects were bid by the specs for installation and materials. I get a chance to look these over as well. Wiens & Company is working on their own construction phasing schedule, and we had a pre-construction meeting on March 18 with contractors, principals, DLR and myself.
Career and Technology Education Academy
E W Johnson plans on mobilizing and putting up construction fence in early April. DLR is currently looking through the sub contractor list for this project as well.

HMS-7 and 8
Both projects are in the construction document phase. This is where DLR creates blueprints and bid specs for contractors to bid projects from. We are also going through phases for application to Board of Zoning Appeals, which is for parking variances and site changes. We received approval for both projects late last week. DLR is moving the bid opening date up to May.
Hutchinson High School
DLR is moving back bid opening to June as they need more time to work on this project. This will put HHS project back where it was in the beginning. After we select the contractor, they will mobilize, put up construction fence and start new construction in late summer of 2008.
Avenue A/Hutchinson Magnet School at Allen and Graber/McCandless
These elementary buildings are the next projects in line to begin Schematic Design/ Design Devolvement phases. DLR is moving these projects back to begin the design in May. DLR has reversed the order of Avenue A/Hutchinson Magnet School at Allen and Graber/McCandless projects so that Graber/McCandless comes first. They want to give contractors more construction time on the bigger projects.
Lincoln/Faris DLR is moving back Schematic Design/Design Devolvement phases to August.
Other
The district also has made application for irrigation wells through the Reno County Planner for Wiley, Morgan and HHS. These are required for all the new underground sprinkler systems.

The DLR Group presented to district staff and Red Ribbon committee the design development phase for Hutchinson High School, the schematic design/ design development phase for Hutchinson Middle Schools 7 & 8, and will present to Board of Education at the Dec. 10, 2007, meeting. They will ask for approval to move into the construction document phase.
DLR also shared final project estimate costs for Wiley and Morgan Elementary Schools and will ask the Board of Education for approval to put these two projects out for bid.

The Demolition Contractor (Cornejo & Sons) has completed site demo, backfill and compaction. The contractor did a very professional job for us.
The District met with the Board of Zoning Appeals during a study session on November 6, 2007. At that meeting, we discussed the parking variances at Morgan, Wiley, Hutchinson High School and Career & Technology Education Academy, as well as special use permit for the Career & Technology Education Academy.
A few questions came up from Board of Zoning Appeals. One question was why District, under Special Use Permit, wasn’t asking for zoning change on Academy site. Currently it will stay R-5 while all of our other sites are zoned P (public). At some point, the District may choose to change to P zoning, but now may not be a good time to do so because it could hold up the Academy project.
Parking variances brought up additional questions. The City’s ordinance states that parking is ether residential or non residential, so the District would be classified under non-residential, which would require at least double the amount of parking spaces than DLR figured. The City has asked the District to take a look at other cities’ parking ordinances for comparisons. We have a meeting set with City planners, DLR and District staff to get info ready for Board of Zoning Appeals on November 13, 2007.
The district also met with the Reno County Joint Subdivision Committee on November 7, 2007, for re-plat of (2.12) acres of land in Garden Plaza Subdivision and the platting of (44.12) acres of land currently owned by USD 308 (current Hutchinson High School property). This was a public hearing. The Reno County Joint Subdivision Committee approved preliminary plat & final plat for Academy site.
On November 20, 2007, at City Hall the District will have a public hearing for the parking variances and special use permit.
DLR sent out land survey proposals for both campuses of Hutchinson Middle School. Garber Surveying Service was awarded the contract for $7,920.00.
On December 10, 2007, DLR will present to Red Ribbon Committee and Board of Education, Hutchinson High School’s design development phase, and the schematic design/design development phase for both campuses of Hutchinson Middle Schools. DLR Group will be asking for approval to move to construction document phase.
Also on December 10, DLR will have final project estimate costs for Wiley/ Morgan, and ask for Board of Education approval to put these two projects out for bid.
The next two projects up for schematic design are Hutchinson Magnet School at Allen and Avenue A, which are set to begin January 2008. In February 2008, it will be Graber and McCandless, followed in March 2008, by Faris and Lincoln.

I have received and reviewed the asbestos report from Terracon for the apartment abatement.
The demolition contractor has moved in and installed construction fence around all four apartment buildings and has started the demolition process (photo in Visuals page). By Monday, Oct. 8, 2007, the buildings were all down and the demolition contract was in the process of backfilling and compacting the soil where the old apartments stood.
Wiley/Morgan projects are still in construction document phase and with the added classrooms at Wiley, we may overlap into the code review by two weeks. This should not be a problem staying on schedule for the bid date.
Hutchinson High School/Vo-Tech projects still are in design development phase and moving forward. The time schedule is to bring them to the Board of Education on Dec. 10. 2007, for approval to move to Construction Document phase.
HMS-7 and HMS-8 will go into schematic design/design development phase in October and the time schedule is to bring them to the Board of Education on Dec. 10, 2007, for approval to move to Construction Document phase.

There have been a few revisions to the master schedule for the bond projects. As you can see, DLR has added a REV (standing for Code REView) to the master schedule. This is the time frame needed for the state and city to review construction documents.
Currently Wiley/Morgan projects are in the construction documents (CD) phase. Jan Strecker, assistant superintendent; Rod Rathbun, Morgan principal; Cindy Cooprider, Wiley principal; and I are reviewing construction documents.
After the approval of construction documents from administration in November, the construction documents go to Code Review. In December, we will ask for Board approval to bid the projects. Contractors will have approximately a month to bid these projects, so we will be back to the board late January early February for board approval on the bids.
The Technology and Career Academy is in the CD phase. Don Thomas, Donna Davis and I are reviewing construction documents. The Academy project runs about one month behind Wiley/ Morgan projects, and it will follow the same process.
The Vo-Tech remodel project is currently in the Design and Development (DD) phase and moving forward. The HHS project is also in the DD phase, and moving forward.
Here is a list of work that is underway:
• Asbestos abatement at apartments.
• Soil testing at Wiley/Morgan, HHS, Academy sites.
• Pending BOE approval, demolition of the four apartment buildings.
